According to Portuguese Decree-Law No. 68-A/2015 all companies not SMEs (Small and Medium Enterprises) should hold an energy audit of their facilities (including vehicle fleet), and renew the audit every four years.

The Management System of Intensive Energy Consumption, governed by Decree-Law 71/2008 is intended to promote energy efficiency and monitoring of energy consumption of facilities with a higher energy consumption than 500 toe (tonnes of oil equivalent) per year.

Law No. 51/2013 introduced an exemption from ISP (tax on energy and oil products). Can benefit from this exemption on electricity and natural gas, companies subject to the EU ETS (European Union Emission Trading Scheme) or to an ARCE (Rationalization Agreement of Energy Consumption).

Ordinance No. 228/90 regulates the Management of Energy Consumption in Transportation. This Ordinance imposes the obligation, for transport companies and companies with vehicle fleets of their own, which consume more than 500 toe (tonnes of oil equivalent) per year, to undergo a energy audit and to implement an energy management plan.
